'Trantor' refers to the fictional planet of Isaac Asimov's Foundation series. The decay occurs due to the loss of technological knowledge over time, among other things. The society of Trantor is highly urbanized and dependent on technology, which cannot be fixed once it breaks down, triggering the decline of Trantor, and the Galactic Empire of which it is the capital.
